The State Government of Bhubaneswar has recently taken action to suspend the distribution and mutation of Bhoodan land to beneficiaries. This decision came after concerns were raised about the lack of compliance with proper procedures and inadequate verification of land records. In a letter addressed to various officials including Revenue Divisional Commissioners, District Collectors, the Inspector General of Registration, and the Directorate of Land Records and Survey, the Additional Chief Secretary of the Revenue and Disaster Management Department, Arabind Padhee, ordered an immediate halt to the allotment and mutation process.

It was brought to the government's attention that Bhoodan land was being distributed without following the necessary rules and without proper verification of related land records. The government warned that this could lead to legal complications during the mutation process and when including these lands in the Record of Rights. As a result, the Revenue and Disaster Management Department has decided to put a hold on both the distribution and mutation of Bhoodan land until further notice.

Furthermore, the government has instructed registration authorities to not register any transfers or sales of previously distributed and mutated Bhoodan land, effective immediately. In addition, all District Collectors have been given one month to submit a verified and detailed report to the government. This report will include information on the total amount of land donated to the Bhoodan Yagna Committee, land that has already been distributed to beneficiaries, and details of land for which pattas (documents granting ownership) have been issued to beneficiaries.

The government has also directed Revenue Divisional Commissioners, District Collectors, and other senior officials to ensure strict implementation of this order by issuing necessary instructions to Sub-Collectors, tehsildars, and all field-level revenue officials. This decision was made with the aim of preventing any legal disputes and promoting transparency in the management and distribution of Bhoodan land throughout the state. The government hopes that by taking these measures, they can ensure fair and proper distribution of Bhoodan land to deserving beneficiaries.
