A Houston Judge has decreased the bail of a teenager accused of paralyzing a woman from $200,000 to $100,000. According to prosecutors, Joseph Harrell allegedly robbed and assaulted the victim, causing her broken ribs, a fractured spine, and paralysis from below the arms. Catherine Evans, Harrell’s lawyer, confirmed that bond conditions were in place that would require Harrell to remain under 24 hour house arrest and wear a GPS monitor if family members were able to post the bond.
