Pakistan's National Assembly passes two bills regarding military and nuclear command structure.

In a significant development, the National Assembly of Pakistan has passed two important bills on Thursday, concerning changes in the military and nuclear command structure. These changes have been introduced after the 27th constitutional amendment, which abolished the position of Chairman Joint Chiefs of Staff Committee and introduced the office of Chief of Defence Forces (CDF). Currently, this position is held by Field Marshal Asim Munir, who is also the Chief of Army Staff.

In addition to this, the amendment also established the role of Commander of the National Strategic Command (CNSC), a four-star office responsible for the operational integration of Pakistan's strategic forces. Just last month, Lieutenant General Syed Aamer Raza was promoted and appointed as the first CNSC. These developments were presented in the lower house of parliament by Defence Minister Khawaja Asif, in the presence of Prime Minister Shehbaz Sharif.

According to a statement issued by the Prime Minister's Office, the bills were prepared to complement the changes made in the Constitution through the 27th amendment. The Defence Forces Act aims to address administrative matters related to the office of CDF and the CDF Headquarters. On the other hand, the amended National Command Authority Act is deemed necessary after the constitutional amendment.

The draft of the Defence Forces of Pakistan Act, as reported by the Dawn newspaper, outlines the provisions to establish the CDF as the commander of the armed forces. It also aims to ensure multi-domain integration and restructuring of the armed forces for optimum jointness. The proposed act also allows for the establishment of the Defence Forces Headquarters, which will be under the command of the CDF.

The CDF will also serve as the principal military advisor to the prime minister on matters of national security, defence, and the armed forces. The CDF will have operational command and control of the armed forces and will be responsible to the federal government for all matters related to command and control. The draft also outlines the powers and functions of the CDF, which include the authority to retire, release, accept or reject resignations, discharge from service, and make decisions on age and service limits.

However, this does not apply to those appointed under Article 243. The CDF may also exercise any other powers or perform any other functions prescribed by the federal government. The proposed act also allows for the government and the CDF to issue instructions and make amendments to ensure its provisions are followed.

In case of any difficulty or inconsistency, the president has the authority to remove such obstacles through an order. This bill will now need to be passed by the Senate before going to the president for approval and finally becoming a law. This development is a significant step towards streamlining the military and nuclear command structure, in line with the changes brought about by the 27th constitutional amendment.

It is expected to ensure better coordination, operational cohesion, and national security for Pakistan. It remains to be seen how these changes will affect the overall functioning and performance of the armed forces in the future.
