The compromise is that the split-screen co-op feature won't be available on the Xbox Series S, but cross-save progression between Steam and Xbox Series will be. Furthermore, these improvements will be available on Xbox Series X. Microsoft has yet to comment on the change in policy, but hopefully a release date will be announced soon.
