Woman accused of shooting a toddler is arrested by Philadelphia police.
A young woman named Dominique Billips, aged 28, has found herself in serious trouble after being arrested on suspicion of being the gunman who shot a seven-month-old child on July 18th. She now faces charges of Aggravated Assault and Violation of the Uniform Firearms Act, among others. The incident took place in the Holmesburg neighborhood of Philadelphia, where Billips allegedly opened fire on the child and their parents outside of a residence.

According to ABC 6, Billips was identified as the shooter after a video emerged showing someone with a gun approaching a couple with a stroller and firing. The child's mother, also a juvenile, can be heard in the footage desperately crying out for her baby after the shots were fired. This senseless act of violence left many questioning why someone would target a family with a stroller.

Lieutenant Denis Rosenbaum of the Philadelphia Police Department expressed his disbelief, wondering what could compel a person to shoot at a vulnerable family. "You knew they had a stroller. What makes you walk up to someone with a stroller and shoot them?" he asked, shaking his head in frustration.

The child was fortunately only shot in the leg, but when the police arrived at the scene, they could not locate the child. The parents, who had outstanding warrants, had fled with the child out of fear of being arrested. They were later apprehended and questioned by the police, who were informed of an earlier argument over a narcotics dispute involving a sum of $100.

In a shocking turn of events, Rosenbaum revealed that another detective recognized one of the women in the video from a previous shooting in 2022, where she was the victim. "One of the detectives from a different squad had recognized one of the females involved from another shooting where she was the victim in 2022. It happened on the 4200 block of Rhawn Street in August of 2022," he shared.

The police received a tip that the shooting victim was seen in the video, which matched their initial suspicions. They also utilized the footage to track down a vehicle used by Billips, with the help of the Pennsylvania Highway Patrol and a tip from a person they had pulled over, who informed them that Billips was at a residence on Van Kirk.

Rosenbaum described the arrest, stating that Billips was asked to come out and surrendered without incident to the highway patrol officers. "It's a tragic situation," he said, visibly saddened. "She pointed a gun at the mother of the baby, who is also a juvenile, and fired. Fortunately, she missed. While the 7-month-old baby may not remember this, the trauma of this event will always be a part of their story."
