Swain advocates for expanding skill development to encompass higher education.
During a review meeting held on Thursday, Skill Development Minister Sampad Chandra Swain emphasized the importance of expanding skill development programmes beyond just a select few students. He suggested that these programmes should also be offered in higher education courses, especially in the industrial sector and Mission Shakti.

Minister Swain expressed concern over the lack of skill development opportunities, which often leads to unemployment for young people in the state. He stressed the need to link skill development training with higher education to bridge this gap.

At the meeting, Skill Development Principal Secretary Usha Padhee provided updates on the department's ongoing projects. She proposed the launch of a new initiative, called 'Kaushal Rath', to raise awareness about different skill development programmes among the youth. This initiative will reach all districts and target schools, childcare institutions, vulnerable tribal groups, government ITIs, and polytechnics. Two OSRTC buses, equipped with audio-visual systems and experimental labs, will be utilized for this purpose.

Padhee also shared that the first 'Kaushal Bhawan' is currently being developed at the World Skill Center, with the capacity to train 300 youths annually. This center will offer training in areas such as culinary science, food and beverages, housekeeping services, and hospitality.

In addition to these developments, the state government has launched the Chief Minister's Skill Development Fellowship Programme, inspired by the Mahatma Gandhi National Fellowship Programme. This programme aims to support employment officers at the district level. Moreover, a dedicated National Institutional Ranking Framework cell will be established at Biju Patnaik University of Technology in Rourkela to monitor and guide registered technical institutions and colleges.
