Madikeri, Sep. 18: District Superintendent of Police K. Ramarajan has instructed to celebrate the Naada festival by following the rules prescribed by the government and avoiding any mishaps or dangers.

Speaking after attending a meeting of Dasara and Dashamantapa Committee office bearers at the Superintendent's office today, he said; Vijayadashami, the 10th day of Navratri, is being celebrated as Dasara festival on October 2. Lakhs of people come to Madikeri city to watch the Dasara Mantapa procession. Geographically, Madikeri city is a hilly area with high and low elevations and the roads in the city are very narrow single-lane roads. There are no alternative roads even to leave Madikeri city. Therefore, he said that when the Dashamantapas are marching on the main single-lane roads and residential areas of the city, it is the duty of the Dashamantapas organizers to give first priority to the safety of the people who come to watch Dasham and the people living in those residential areas.

He said that the Madikeri Dashamantapas Committee and the Dashamantapas Committee must follow the instructions for the safety of the public who come to watch the Madikeri Dashamantapas festival procession, especially senior citizens, women and children, and pregnant women and elderly people living in residential areas on the roads where the Dashamantapas procession passes and who are admitted to hospitals within walking distance.

Instructions

The order of the Karnataka High Court in Writ Petition No. 23385/2023 should be followed. Loudspeakers and music systems should be used for the specified time and decibels as per the rules of the Environment Protection Act, 1986 and the Noise Pollution Act, 2000. The pavilions to be carried in the procession should be prepared on tractors and trailers as per the rules of the Indian Motor Vehicles Act, 1988. During the construction of the Das Mantaps (in the days preceding Dasara), public roads should not be used in such a way as to cause inconvenience to the movement of people. Each pavilion should be checked for its stability by a technical expert (Page 7

From the first page) and only after such confirmation should it be brought to the public road. Since the pavilions and artworks are built too high, there is a possibility of electric shock due to the pavilions and artworks touching the electric wires passing along the route of the procession, the height of the pavilions and artworks should be limited. Since thousands of people gather to watch the storytelling performances of the Dashamantapas, their performances should be performed in places with ample space to avoid any stampede and other accidents. The performances should not be held on narrow, small roads and in a way that restricts public traffic. During the storytelling performances of the Dashamantapas, fireworks, flames, and lightning bolts should be used, as there is a possibility of fire accidents and people in the crowd getting trampled. Fire control materials should be kept in every pavilion. In case of illness, accidents, and emergencies, ambulances and fire engines should be allowed to run.

The Dasara Cultural Program Committee should make separate seating arrangements for women at the venue of the program. Loudspeakers should be installed only at the venue of the program and precautions should be taken to prevent noise pollution throughout the city. The respective pavilion committees use volunteers to secure their pavilions and tie ropes around them, which is causing inconvenience to the public. The SP requested them to follow all these instructions and prioritize the safety of everyone who comes from different parts of the state and the residents of Madikeri city to witness the historic Madikeri Dasara Mahotsav without compromising their fundamental rights and cooperate in making the Dasara celebration a success.

Action in case of violation

The Dasara festival is being neglected every year, a meeting has been called to rectify this. The superintendents warned that if the instructions are violated, permission will not be given to the pavilion procession and action will be taken as per the court order.

Perform at strategic places

It is becoming more problematic during the Dasara Mantap performances. Therefore, performances should be held at some strategic places, where there is a wide road. Youths are dancing wildly in front of the pavilions, making it difficult for people to walk and causing a stampede. This has created a situation where adults and women are not able to come to Dasara. Additional Superintendent Dinesh Kumar said that this should be curbed.

We will follow the rules

It was decided in the Dasamantapam Committee meeting that B.M. Rajesh, B.K. Jagadish, Satish, Manjunath and others on behalf of the Dasamantapams should follow the rules and ensure that no one is disturbed during the performance of the pavilion. Time and place have been fixed for the respective pavilions so that there is no confusion during the judging process. We have been involved in the preparation of the pavilions for the last six months, and if we suddenly impose the rules and ask them to change them now, it will be difficult to make much change. Therefore, we requested that you grant an exemption without making any major changes.
