The state government has decided to provide training on the handling and safe storage of arms and ammunition to individuals applying for licenses to purchase and sell arms. This three-day training course will be provided by police personnel.
The government is currently receiving proposals from District Magistrates of the state for the approval of the purchase and sale of new arms and ammunition and minor repair licenses. According to Rule 10 of the Arms Rules, 2016, the training is mandatory for all applicants who wish to obtain a license. The Ministry of Home Affairs of the Union Government is in the process of prescribing the guidelines in this regard.
Until the Centre Government issues the guidelines regarding approved trainers, the Armed Police Officers of the Police Training Center will provide the training. The topics which will be covered in the training will include basic knowledge of weapons, types of firearms, manufacture, security measures, disassembly, assembly, and cleaning of weapons, ammunition, and technical information, loading and unloading of arms, importance of discipline while handling weapons, fundamentals of firing, trigger control and control fire, and firing dry practice.
Applicants will need to apply for training to the concerned Commissioner of Police / Superintendent of Police / Commissioner, State Reserve Police Force. A fee of Rs 1,000 would be charged for the training and a certificate of completion will be given to those who successfully finish the training. This will ensure that applicants have comprehensive knowledge of weapons and the necessary safety measures to avoid any accidents.
