These first become available after completing The Elf, The Nab-Sack, and the Loom quest and allow you to keep beasts in an area accessed from the Room of Requirement, where you can visit them whenever you want. After you complete the quest the house elf Deek gives you the magical Nab-Sack and teaches you about beast-catching. The kneazles in my hogwarts vivarium are turning it to old cat lady heaven :)
