Grimsby council takes inspiration from North Korea by using loudspeakers to broadcast town rules.
Grimsby, a bustling town in North East Lincolnshire, has taken a proactive approach towards addressing the issue of anti-social behaviour within its community. In an effort to curb such behavior, the town council has announced a new trial scheme involving the use of a speaker system to play short messages every 15 minutes. These messages will serve as reminders to residents and visitors about the rules and regulations surrounding cycling in the pedestrian zone.

Starting from Wednesday, the Bull Ring and Victoria Street South will be the designated areas where these messages will be played. According to the council, this is part of their efforts to address the public's top concern, as identified through a recent consultation - anti-social behaviour and its negative impact on the community. Currently, there are seven public space protection orders (PSPOs) in place to address this issue, including cycling in the pedestrianised town centre, street drinking, foul language, dog fouling, and climbing buildings.

Under these PSPOs, if a police officer witnesses someone engaging in any of the prohibited behaviors, they have the authority to ask that person to leave the area and not return within 24 hours. Additionally, they may also issue a £100 fine as a form of reprimand. Councillor Ron Shepherd, the council's portfolio holder for communities, believes that individuals who exhibit anti-social behavior should be made aware of their actions and held accountable.

Moreover, the use of the speaker system is not only meant to address the issue at hand but also to educate a wider audience. As visitors and residents go about their daily business, they will be reminded of the rules and encouraged to act accordingly. If the trial proves successful, the council plans to expand its use in the future. This proactive approach shows the council's commitment to maintaining a safe and welcoming community for all.
