Government departments never work they way they are supposed to, because of a few bureaucrats

So, when the client's top management changes and the new guy does not like you.... S/he will find fault with everything, even though s/he has no clue what s/he is talking about. You walk away.

No major fuck up.

But, with the Indian government, you can never walk away. There are just so many meaningless loopholes to get clients/ contracts/ torture vendors, etc. The people who made the rules are totally screwed in the head. 

My "hypothetical" example;

Most large organizations have branches. When it comes to a part of the organization or the entire organization doing the same work it makes absolutely no sense in having different divisions with their own social media accounts (We manage the social media, for a few government clients). None, are perfect and none are long-term. If anyone has the same client for an extended period of time, they have found the right person to pay or they are doing the contract at ridiculously low prices. But, some dimwit will assume he is Einstein. He will want to have separate social media account for everyone. (Nobody cares about spending the taxpayer's money, accountability, because there are 1,000 ways to justify the expense when there is a stupid reason!) Don’t argue if you want the money, for your services. 

And, during the interval, you do argue about something mundane.

Now, the dimwit has the Einstein image to maintain. He will hold grudges, till eternity. Other bureaucrats will not allow such people to rise till the very top as most probably, said dimwit would have done quite a few blunders (Ministers may be involved). So, everyone will wait for the topmost guy (in most cases the guy who liked your work) to change, to get their "revenge" on you. When the topmost guy changes, he will be briefed about the work/ updated by the dimwit (The Indian constitution has to be rewritten), and you get screwed. You lose the client, you are not paid, the threat of legal action, the threat of being "blacklisted", etc. 

The Indian government system is so bloated and meaningless, the possibility of keeping everyone happy is zero.
