Georgia home health facility is being investigated a second time.
An investigation by the Department of Community Health has been launched into a home healthcare facility in Conyers, Georgia. According to WSBTV, R And E Healthcare is facing accusations from former clients regarding discrepancies in insurance claims. Tameisha Dixon, one of these clients, noticed that the paperwork provided by R And E Healthcare did not match the claims filed on her Cigna Patient Portal. This prompted her to file a complaint with the state.

Dixon, who was diagnosed with epilepsy in January 2024, became a client of R And E after her doctors referred her. In July 2024, she began utilizing the nursing visits, home health aids, physical therapy, and occupational therapy services approved by Cigna. However, when she started reviewing her insurance payments, she noticed that R And E had been billing her for services in June, even though she was not with them at that time. She also found several inconsistencies and errors on her paperwork.

According to Dixon, the owner of R And E, Ella Stephenson, was billing for dates she did not receive services and there were even charges for visits on weekends when she was not at Piedmont Henry Hospital, but at Piedmont Newton Hospital. When asked about these claims, Stephenson did not provide a satisfactory response and claimed to have no knowledge of how the hospital names were mixed up. She also did not offer an explanation for the charges dated before Dixon's referral and has yet to turn over documents to Cigna to clear up any confusion.

This is not the first time R And E has come under scrutiny. BLACK ENTERPRISE previously reported on claims made by former employees that Stephenson had been withholding their pay. These employees allege that they are owed between $200 and $4,200 and were abruptly let go with the promise that the business would be temporarily closed. Two of the employees even claim that Stephenson planned to close the business until January.

One of these former employees, Tiffany Clark, expressed the impact of not receiving her pay on her and her children's wellbeing. She said, "That took food out of my kid's mouth. I could have used that money to buy my kids food or pay a bill." Both Dixon and Clark are now waiting for answers about the questionable practices of Stephenson and R And E. The Department of Health's investigation is ongoing and in the meantime, R And E has been shut down indefinitely.
