In a major development, the Brihanmumbai Municipal Corporation (BMC) has successfully reached an agreement with Hyderabad-based GVPR Engineers Limited for the highly anticipated desalination plant project at Manori in the western suburbs. After careful negotiations, the BMC has signed a letter of acceptance with GVPR, who emerged as the lowest bidder among several prominent firms bidding for the project.
Initially, GVPR had quoted a price 26% higher than the base price for the project. However, after further discussions, they have now lowered their bid by Rs 494 crore. As a result, the total estimated cost for the project, which includes 20 years of maintenance and other operational expenses, is now Rs 11,166 crore. The BMC has also issued a separate tender for the project's supporting infrastructure on Thursday.
The proposed Manori desalination plant will have an initial capacity of 200 million litres per day, with the potential to expand to 400 MLD. After the negotiations, the total project cost is now estimated at Rs 11,166.17 crore. This includes Rs 4,077 crore for construction, Rs 2,067 crore for 20 years of maintenance, and Rs 3,646.57 crore for electricity costs. The total also takes into account 18% Goods and Services Tax, physical contingencies, and other relevant expenses. BMC officials have stated that the contract agreement will be finalized once all technical and legal requirements are met.
To integrate the additional water supply from the desalination plant into the existing system, it will be transported from Manori to Charkop and then to the tunnel shaft at Mahavir Nagar in Kandivali. A tender has been issued for the design and construction of the conveyance tunnel to facilitate this process.
The construction of the Manori desalination project is expected to begin in 2026. Back on December 4, 2023, the BMC had issued a tender for the construction of the plant on a 12-hectare plot in Manori village. It took four attempts, but the project finally received bids from several prominent firms. In addition, GVPR Engineers Limited has also been involved in the design, construction, and operation of the BMC's 337 MLD Ghatkopar Sewage Treatment Plant.
Currently, the BMC supplies 4,100 MLD of water to Mumbai.
