He stated that this system allows for the theft of two to three lakh votes in a single Lok Sabha constituency, all without anyone's knowledge. When questioned about the possibility of catching such theft by counting all the VVPAT slips, Pandey pointed out that even if 100% of the slips were counted, the presence of black glass in the EVMs would still make it possible to replace the paper slips. He explained that during the counting process, the electronic votes from the EVMs would match with the paper votes from the VVPAT, thereby concealing any stolen votes.
