The government hires dumb people because they can't think of a better way to pull off their desired task. In other words, the government hires dumb people because they need someone else to do the actual work, but they don't want to pay these individuals a fair wage.

It's not just the government. Few Private companies are also hiring people with low IQ who are good at being obedient. These companies are normally single/ family-owned and normally shut down in 30/ 40 years. Big corporations do not do this.
Obedience is one of the traits that companies are looking for in their employees, as it is difficult for them to find workers who are both intelligent and willing to follow orders.
