The government of Odisha is currently developing a plan to lease land for renewable energy projects in their efforts to achieve their 'Net Zero' commitments. Satyapriya Rath, the Managing Director of GRIDCO Ltd, shared that acquiring land has been a major challenge for renewable energy projects across different states. This has prompted Odisha to create a dedicated land lease policy that will make the process of allotting land for these projects much smoother.
GRIDCO Ltd, the designated entity responsible for bulk power procurement on behalf of the DISCOMs in Odisha, is spearheading this initiative. According to Rath, the policy is currently in its draft stage and will be implemented within the next two months, after being reviewed by stakeholders. He also mentioned that under the proposed policy, land will be leased to renewable energy developers for a period of 25 years at a nominal rate.
In their efforts to meet the Renewable Purchase Obligations, the state is promoting a wide range of clean energy projects such as solar, hydro, green hydrogen, and green ammonia. Rath also shared that out of the state's total installed power capacity of over 9,000 MW, more than 2,150 MW comes from hydro projects, with an additional 500-600 MW sourced from hydro projects in other states. Furthermore, Odisha has identified over 160 sites for small hydro projects.
Rath also mentioned that the state is offering subsidies for rooftop solar systems under the PM Surya Ghar Yojana, and is also encouraging the development of floating solar and agro-PV projects. He shared this information at a workshop organized by the International Forum for Environment Sustainability and Technology.
