Maharashtra government creates permanent committees to monitor promises made by ministers.
In Mumbai, the public has lost trust in the promises made by politicians. However, the legislative panel in charge of overseeing these promises has decided to take action. In an effort to ensure that commitments made by ministers are fulfilled in a timely manner, each department in the Mantralaya is now establishing permanent committees.

Last month, the State Parliamentary Affairs Department secretary issued a detailed circular, instructing each department to form committees headed by their respective secretaries. These committees will be solely responsible for reviewing the promises made by their ministers during legislative sessions.

The Committee on Assurances, a legislative body responsible for examining the government's response to issues raised by legislators, expressed concerns about the large number of pending promises. In response, the Parliamentary Affairs Department issued a five-page circular directing all state departments to maintain an updated list of promises made by their ministers. This list must be updated on the 1st and 15th of every month.

One of the key points outlined in the circular is the creation of a permanent committee headed by the departmental secretary and consisting of all joint and deputy secretaries. These committees will meet every two weeks to review pending promises and ensure that they are fulfilled without any delays.

One of the most important tasks assigned to these committees is to review promises that have been pending for two or more years. As per the circular signed by Parliamentary Affairs Secretary Satish Waghole, these longstanding promises must be given top priority. The committees are also required to remove any promises from the list that cannot be fulfilled. In cases where a promise involves more than one department, a decision must be made within 15 days.

According to legislative norms, promises made by ministers must be fulfilled within 90 days of being made. If a promise cannot be fulfilled, the department must inform the legislative panel. Additionally, each department must complete a prescribed format provided by the Parliamentary Affairs Department.
