Today, we are gathered together to celebrate the 74th anniversary of the Founding of the People’s Republic of China. It is also a great privilege for me to greet my compatriots here in Chinese '同胞们,国庆快乐'.
Before the beginning of the reception, you might have watched some videos of Shanghai with its bustling scenarios, Chengdu with its technological leadership, Jinan with its dignified atmosphere and Dunhuang with its antique beauty. These cities are sister cities of Mumbai, Bangalore, Nagpur, and Aurangabad. The beauty of these cities reflect the results of the philosophy of innovative, coordinated, green, open and inclusive development. It is evident that despite ideological differences, China today has a steady and resilient economy, cutting-edge technology, beautiful environment, and a safe and harmonious social life.

Last year, the Communist Party of China held the 20th National Congress which was a historic event. One of the reasons is that it drew the blueprint for the great rejuvenation of China. The target is for China to reach socialist modernisation with per capita GDP to be on par with that of a mid-level developed country by 2035. This year marks our embarking on this arduous cause. Thus, I would like to explain how to understand Chinese Modernisation and its progress.

To briefly put it there are five “is” and five “not” about Chinese Modernisation. First, it IS the modernisation of 1.4 billion people, which is larger than the combined population of all developed countries. Therefore, it is NOT a simple replica of the old path of the past and the West. We hope our endeavour will inspire developing countries across the globe to achieve their development dreams.
Second, it IS the modernisation of common prosperity for all and NOT confined to a small group of people. The ultimate goal of our modernisation is to meet the people’s aspirations for a better life. Our aim is to maintain and promote social fairness and justice, bring prosperity for all the people of China and provide light on the life of the world's over 7 billion people.
Third, it IS the modernisation of both material and cultural-ethical advancement, but NOT merely focusing on material abundance while neglecting people’s all-round development. We believe that when the granary is full, people should learn how to behave and when people are well-fed and clothed, they should know honour and shame. Our endeavour is to build a world where common values for all mankind of peace, development, fairness, justice, democracy and freedom are truly cherished.
Fourth, it IS the modernisation of harmony between humanity and nature, and sustainability will definitely NOT be sacrificed for development. China has planted almost seven million hectares of forests and has made a commitment to reach carbon peak by 2030 and carbon neutrality by 2060. We hope our endeavour will be a great contribution to a developed as well as clean and beautiful world.

Finally, it IS the modernisation of peaceful development, and China will NOT tread the old path of war, colonization, and plunder taken by some countries for enrichment. We rely on the hard work of the entire Chinese people and unprecedented innovation and creativity to achieve our development and to inject more energy to maintain world peace and bring more opportunities for global development.

Today's event is a great opportunity to celebrate the 74th anniversary of the Founding of the People’s Republic of China as well as to understand Chinese Modernisation and its progress. As we embark on this arduous cause, we look forward to a future of common prosperity, cultural-ethical advancement, harmony between humanity and nature, and a peaceful development.

These cities, which are sister cities of Mumbai, Bangalore, Nagpur, and Aurangabad, perfectly embody the philosophy of innovative, coordinated, green, open and inclusive development. It is no wonder that China today has a strong and resilient economy, cutting-edge technology, beautiful environment, and a safe and harmonious social life.
Last year, the 20th National Congress of the Communist Party of China was held. This Congress is a milestone in Chinese history, as it drew the blueprint for the great rejuvenation of China. The goal is that by 2035, China should have achieved a per capita GDP on par with that of a mid-level developed country. From then until the middle of the century, we will build a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful. This is what we call Chinese Modernisation.

To explain the progress of Chinese Modernisation, I will briefly outline five “is” and five “not”. Firstly, it IS the modernisation of 1.4 billion people, which is larger than the combined population of all developed countries. We hope our endeavour can inspire other developing countries to achieve their dreams. Secondly, it IS the modernisation of common prosperity for all, and NOT just a small group of people. The goal is to meet the people’s aspirations for a better life. Thirdly, it IS the modernisation of both material and cultural-ethical advancement, and NOT just material abundance. We are dedicated to creating a world of great harmony in which people are free from want and follow a high moral standard. Fourthly, it IS the modernisation of harmony between humanity and nature, and we will NOT sacrifice sustainability for development. We have committed to reaching carbon peak by 2030 and carbon neutrality by 2060. Lastly, it IS the modernisation of peaceful development, and NOT war, colonization, or plunder. We will rely on the hard work of the Chinese people and unprecedented innovation and creativity to achieve our development goals, and hope our endeavour will contribute to world peace and bring more opportunities for global development.
