Attorneys accused of smuggling drug-laced documents into Houston jail, leading to contraband scandal.
According to court records obtained by the Houston Chronicle, two lawyers are allegedly responsible for a flow of contraband into the Harris County Jail in Houston. An unnamed informant reported that attorneys were “the main source of the delivery” and that the papers or “sheets” were “just laced with something to get them high.”

77-year-old Ronald Lewis was arrested after the Harris County Sheriff's Office intercepted approximately 700 sheets of paper laced with the drugs. Lewis has been accused of sneaking about 20% of the sheets into the jail, despite having only a few clients. In addition to Lewis, authorities are also investigating a second, unnamed lawyer and 27-year-old Briana Scott who allegedly acted as a liaison for the second lawyer.

Harris County Magistrate Eva Flores believes the “sheets” scandal is widespread. She noted that the two deaths in custody that prosecutors are attempting to connect to Lewis at present lack sufficient evidence to confirm a connection.

24 people have been identified by investigators as participants in Lewis’ case. Prosecutors are planning to use one of these men, Henry McCoy, to reveal upon his conviction for a murder charge that he had a hand in helping to get the “sheets” into the jail as far back as April 2023.

In addition, prosecutors are also pursuing a recently adopted fentanyl murder by delivery charge. Michael Barnett allegedly sold a man drugs laced with fentanyl which resulted in his death. Barnett is currently in the Harris County Jail awaiting his next court appearance on November 28th.
