The mastermind of the scam is Bhiwandi resident Ansari Abdul Rehman Mohammad Akram, a telecom worker, who used his company's point-of-sale machine to cheat people out of their data. He would ask customers to enter their personal details into the machine, claiming there had been a mistake, only to use the data to activate another SIM card.

The investigation has revealed that Mohammad Akram sold about 175 illegally activated SIMs to his friend, Saif Ali Imam Ali Ansari, also a Bhiwandi resident, in the past six months. The case was reported to the police by Varsharani Ajle, sub-inspector of the ATS.

Mohammad Akram, who works for a telecom company, has a registered point-of-sale machine and has been selling SIM cards in the open market without customers' consent. He would activate mobile numbers by misusing the identity cards and biometrics of customers and sell the cards for ₹300 each to Ali Ansari, who would then sell them on to those known to him.

The police have registered a case against Mohammad Akram and Ali Ansari under sections 34, 417, 418, 420, 465, 468 and 471 of the Indian Penal Code. Over 8,500 fake SIM cards have been confiscated.
