St. Paul police looking for repeat child porn offender who failed to check in

A warrant has been issued for the arrest of repeat offender Ronald Leonard Koepke, 55, following five charges for possessing child porn and for failing to register as a sex offender.

The five charges in Ramsey County District Court stem from an investigation that began in April 2020 when West St. Paul police received multiple reports from the Minnesota Adult Abuse Reporting Center concerned about the well being of a vulnerable adult.

Koepke, who has no permanent address listed, allegedly was living with this adult on and off and had been using meth and viewing child porn on his tablet. Koepke is a level three predatory offender due to a 2009 child porn possession conviction. He must register as an offender until 2036.

The vulnerable adult told investigators he was afraid of Koepke, charges say.

Police obtained Koepke’s tablet and found that it contained “a substantial amount” of suspected child abuse material. The images were sent to the National Center for Missing and Exploited Children whose team identified 327 images and two videos of child porn.

Koepke has prior convictions for DWI, burglary, domestic assault, making terroristic threats, theft, check forgery, disorderly conduct, trespassing and possessing child porn. His current whereabouts are unknown.
